Claim of Beneficial Use Survey
Before granting a water right certificate, the State of Oregon requires a claim of beneficial use (COBU) survey. OWRD relies on it to “prove up” the nature and extent of the project’s water use.
“Beneficial use” is the productive, non-wasteful use of water from the project described in the permit. The survey helps determine the beneficial use amount, which serves both as a right (subject to prior appropriation) and as a cap.
In most cases, the COBU forms and map are only valid if prepared by a Certified Water Rights Examiner. If the COBU survey isn’t completed by the permit’s completion date (“C” date), your certificate may be denied.
