Starting January 1, 2026, the Oregon Water Resources Department will use consistent names for key decision documents. This is a naming update. It does not change application requirements or legal standards.
Initial Review
Initial Review replaces the Draft Preliminary Determination. It is the Department’s first look at your file, making sure the basics are complete, the request is clear, and any issues are flagged early so a formal decision can move forward smoothly.
Proposed Final Order
Proposed Final Order replaces the Preliminary Determination. It is the written decision the Department issues for public notice and potential objections. If no objections are submitted and the Department does not withdraw it, the decision becomes final 33 days after the notice period closes under the automatic final order timeline.
Where these names appear
You will see the standardized terms on decisions for new applications, permanent transfers, allocation of conserved water, specified substitutions and clarifications, and certain cancellation actions.
Why the change matters
Consistent terminology aligns milestones across files, clarifies notice periods and response requirements, and makes it easier to determine when a decision may become final.
